These papers have been standing over with
a view to holding a discussion, but after further
talks with Mr. Mayhew and Mr. Cowell I scarcely
think a meeting is necessary since we all seem to
be agreed.
The position appears to be that we cannot
very well appoint a new Director of Education
because that post is held by Mr. Sayer, and although
he is a Cadet Officer and although his last con-
fidential report is not very good the Governor has
nevertheless said that there is no other post to
which he can move him.

We have therefore been taking steps, as
requested by the Governor, to find a man to fill
the post of Senior Inspector. A Service candidate,
Mr. Sollis of Malaya, has been mentioned to Sir A.
Caldecott who would be glad to have him.
In view of the emphasis laid by Mr. Mayhew
on the importance of appointing to this post a man with absolutely up-to-date, experience, we have also
asked the Board of Education to recommend candidates.
They are now surveying their field and will no
doubt make recommendations in due course. We shall
see the men recommended; it may be that none of
them will be sufficiently outstanding as to out-
distance Mr. Sollis, but for the moment we can
only wait and see what sort of men the B. of E.
puts up.
It is agreed that we should not appoint
a man to be Senior Inspector with any sort of
promise that he would later become Director.
